Quickly preceeding Round 3, the rules have been amended for GTAL to include direct wording covering chat in red flag and other endrace screen circumstances.  Also, the major change regards the restarts during the race following a Safety Car.  Overtaking before the start/finish line on restarts is now forbidden.
